Volunteer organisations 'should be consulted over legislation'
The Government should consult volunteering organisations whenever it introduces new legislation, according to Volunteering England's new manifesto.
The document, published this week, says all proposed bills and regulations should be examined by representative groups that would consider their effect on charities and oand other groups working with volunteers
The manifesto also says each government department should develop a "volunteering strategy" that would outline ways in which it intended to increase the involvement of volunteers.
Departments should also draw up action plans for amending legislation that could act as a barrier to volunteering, it says.
The manifesto also calls for more funding for training for volunteer managers, and asks central and local government to work together to fund volunteer centres.
It says Government programmes such as civic service, which might involve compulsion or coercion, should be clearly distinguished from "genuine volunteering opportunities"
